SRIDジャーナルとは
「SRIDジャーナル」は、国際開発のあり方、進め方について、斬新で知的、時に実験的な考えやアイディアを、ブログのような自由な形で、世界に向けて発信していこうとするものです。学術論文集を目指したものではなく、SRID会員と友人達のアイディアを広く提供することが一番大きな目的です。内容は論説、提言、書評、エッセイ、フォーラムなど多岐にわたります。日本と世界の識者の間で共有していただければ望外の喜びです。この趣旨に共感される読者からの投稿も歓迎いたします。年に2回という限られた発行ではありますが、人々の心に共感と明日への希望を与えられるように、努力して行きたいと思います。

Abstract
We stand at a dawn that is also a fault line. Beneath our feet, the strata of the old world—orderly progress, stable alliances, linear causality—are fracturing, while before us rise waves that resist mastery through simplification. Artificial intelligence now traverses disciplines, synthesizing knowledge and expression in ways that unsettle the boundary of human cognition. Climate change has become a cascading crisis, striking fragile states and ordinary lives with profound asymmetry. Geopolitics has moved beyond stable alignments into volatile, transactional entanglements, while global production has surpassed international division of labor to form dense, polycentric supply networks. These forces collide and reinforce one another, producing a historical condition in which linear control dissolves.
This issue names that condition through Thomas L. Friedman’s concept of the Polycene. At its core, the Polycene signals a civilizational shift from Either/Or to Both/And—not as rhetoric, but as a governing principle to be embedded in institutional design and ethical implementation. For SRID, long engaged with complexity and judgment under uncertainty, engagement with this argument was unavoidable. The seven counter-briefs presented here form an ensemble of knowledge, inviting readers into a disciplined practice of thought—an intellectual gyō. The reprinted twenty articles further demonstrate that SRID has traced these fault lines for fifteen years. Read through the Polycene lens, they offer scaffolding for reconstructing thought and responsibility within one’s own field of action.

私たちはいま、夜明けであると同時に断層でもある地点に立っている。秩序だった進歩、安定した同盟、直線的な因果関係といった旧来の世界を支えてきた地層は、足元で確実に亀裂を生じさせている。一方で、単純化によって制御し得ない荒波がすでに立ち現れている。人工知能は分野を横断して知を統合し、人間の認知の境界を揺るがす水準に達しつつある。気候変動は連鎖的危機として脆弱な国家と人びとの生活を直撃し、地政学は取引的で流動的な絡まり合いの領域へと移行した。国際経済もまた、分業を超えた多中心的サプライチェーンの網を形成している。これらの力は相互に衝突し、増幅しながら、線形的制御を拒む時代条件を形づくっている。
本号は、この状況をトマス・L・フリードマンの提起した「ポリシーン（Polycene）」という概念によって名指しする。ポリシーンが示すのは、Either/OrからBoth/Andへの文明原理の転換であり、それは制度設計や実装倫理に埋め込まれるべき要請である。複雑性と不確実性のもとでの判断を問い続けてきたSRIDにとって、この問題提起との親和性は本質的であり、避けて通ることはできなかった。7編のカウンター・ブリーフは異なる角度からポリシーンに切り込む「知のアンサンブル」として、読者を「思考の行」へと誘う。さらに再掲された20編の論考は、過去15年にわたりこの断層帯を周回してきた軌跡を示し、各自の現場で思考と責任を再構築するための足場を提供する。
